New Bill by Senators Hawley and Blumenthal on AI and Superintelligence

This week, Senators Hawley and Blumenthal introduced a historic bill that deals with AI and the potential for a frontier lab to develop superintelligence. Read the full text of the bill below.

The Artificial Intelligence Risk Evaluation Act would:

Direct the Department of Energy to evaluate the likelihood of adverse AI scenarios, such as America’s adversaries weaponizing advanced AI systems and loss-of-control incidents;

Require developers of advanced AI to submit information on their systems to the Department of Energy and comply with provided prerequisites; and

Require the Energy Secretary to create an annual report to Congress with recommendations to approach oversight of AI from the federal government.

Senators Hawley and Blumenthal have been champions for AI safeguards. This summer they unveiled the AI Accountability and Personal Data Protection Act to protect Americans’ data and copyrighted works. During the 118th Congress, they announced a bipartisan legislative framework to establish an independent body for AI oversight.
