Rep. Valerie Foushee (D-N.C.) and Congressional Progressive Caucus Chair Greg Casar (D-Texas) on Thursday introduced the People-First Chatbot Act to regulate AI chatbots.
Foushee is a co-chair of the House Democratic AI commission, so her actions carry extra weight here.
Per the bill’s sponsors, the legislation would ban companies from using minors’ chat logs or data to train AI chatbots. The bill would also require adult consent to use their chat logs or personal data for chatbot training.
The bill would also “limit the use of users’ personal data and chat logs for targeted advertising, profiling, customized ads and sale.”

“The recent tragedies involving AI chatbots emphasize the urgent need for Congress to ensure AI companies and their products are transparent, safe for kids, and most importantly, accountable,” Foushee said in a statement.
The bill builds on the bipartisan GUARD Act. It requires age verification and disclosures that the AI systems aren’t humans or trusted professionals like doctors. Foushee is the Democratic lead on the House version of GUARD.
In addition, a package of guardrails for young users of technology that the House passed before recess included a chatbot section. It mandates similar disclosures. Foushee voted no, saying the package needed to be stronger.
